This is a typical boreal peat bog species which is quite common in the Oriental Carpathians in such habitats (as well as it is in the Siberian taiga). Though, being there in exactly its typical habitat and vegetational sub-zone it cannot be considered as a Glacial relic. On the contrary, in Feleac Hills south of Cluj-Napoca (see the first set of pictures below) the species is surrounded by a nemoral forest and is located in Scirpo-Phragmitetum and not in a typical peat bog. As a consequence in this region the species is a glacial relict. This is then a good example when in the flora of Romania the same species is a glacial relic in a region and is not in another,
